Tartan, whilst it can be found all over the world including Japan, is generally associated with Scotland and not Ireland.  Over the centuries there was much travelling to and fro' between Scotland and Ireland and there would have been some importation of the idea of textile patterns to identify families.  There is a Dowling Tartan
